We measure the opening, ask what actually goes in it, long hanging, folded, shoes, storage bins, and lay out shelf heights around that. Most closets get more usable space from a better layout than from a bigger system.

Condo units built in the 1970s and 1980s across Palm Beach County, in communities like Century Village and Kings Point, were designed around a single hanging rod and one shelf. That was adequate when the units were built and it is not now, particularly for seasonal owners who keep two wardrobes in one closet or for a rental that needs storage for linens and supplies.
The gain almost always comes from vertical layout rather than square footage. Splitting a full height rod into a double hang section, adding shelving above the shelf that is already there, and putting a shoe bank at the bottom typically doubles what a small closet holds without touching a wall.
A loaded hanging rod pulls hard and it pulls outward, not down. That is why shelving pulls out of walls. In this county the wall behind a closet is frequently CBS block, sometimes furred with a hollow gap behind the board and sometimes skimmed directly onto the block. Both are single visit jobs in most units. If we are already in the unit for painting or a rekey, adding closet work to the same visit avoids a second trip and a second minimum. We also ask what the closet has to hold in the off season, since a unit closed from May to October needs somewhere for stored bedding and patio cushions as much as it needs hanging room. Planning for that at the start costs nothing and saves a second visit in the fall.
